Passport Services

Please Note: We currently cannot accept credit card payments for the processing fee. Please bring check or cash.

Passport services are available by appointment only Monday – Friday. To schedule an appointment, call Reference at (314) 821-5770, option 3.

Due to staff availability we will not be processing passports on the following dates:

      November 29, 2024 – November 30, 2024

      December 24, 2024 – January 1st, 2025

To find another facility that is currently accepting applications, click this link.  We also accept walk-ins on Saturdays from 9AM – 12PM, but these are by availability of agents and wait times can be long. The passport acceptance process must be completed by 12PM. The process takes approximately 15 minutes per each application so please plan accordingly. Please allow an additional 30 minutes per application for hand carry services.

Estimated processing for routine applications is up to 4-6 weeks, and expedited service (extra fees apply) is 2-3 weeks. Processing estimates do not include shipping. For more information on current processing times and additional options, click here.

Thinking of using a Courier and Expeditor Company?  Please see the State Department website for more information. Our facility cannot process an application that is going through a third party unless you are traveling within 14 calendar days. Please allow an additional 30 minutes per application for hand-carry services.

The Kirkwood Public Library acts as a Passport Acceptance Facility for the United States Department of State. Applicants are responsible for providing complete and accurate information on their passport applications. Incorrect or unacceptable information may result in processing delays and/or denial of your application. Questions should be directed to the National Passport Information Center (NPIC) at  1-877-487-2778 or travel.state.gov.

Basic Instructions

In order to apply for a passport book or card, please read pages 1,2,4 and 5 of “The Application for U.S. Passport or Registration” (Form DS-11). Copies of this form are available from the Reference staff at the Kirkwood Public Library, at a designated post office, or on the State Department’s passport page.

Applicants should complete the following checklist. Missing information will result in a delay in your passport processing time.

  • Appear in person. All ages. No exceptions for children.
  • Complete DS-11 passport application. Completed in black ink with no white out or scribbling.
  • Present valid Missouri State Driver License or valid government ID. U.S. Dept. of State will not accept temporary paper licenses. Applicants under the age of 16 must apply in person with both of their parents or with one parent and completed form DS-3053. Applicants who are 16 or 17 must appear with one parent (parent also provides valid ID).
  • Pay the required fees to the U.S. Dept. of State (check or money order only). Separate checks must be made for each application. See Fees section below.
  • Proof of U.S. Citizenship (original birth certificate, U.S. Passport or original naturalization certificate). All children under the age of 16 must present their original raised-seal birth certificate. Birth certificates must show the name(s) of both parents. If you do not have an original birth certificate, you must contact the Vital Records Office for the County in which you were born to obtain a certified copy. Certified copies of St. Louis County birth certificates can be requested here.
  • One passport photo. 2×2 in size
    • Color
    • Taken within past 6 months
    • Full face, front view
    • Neutral, non-exaggerated facial expression
    • Plain white or off-white background
    • No hat/headgear
    • No glasses
    • No work uniforms (security reasons)
    • No graininess or blurring.

Do not sign the application until requested to do so by the person administering the oath.

Note: The passport acceptance process must be completed by the stated times (all passports must be FINISHED by 12PM, 4PM or 8PM). Fees

The following are the required fees to the U.S. Dept. of State (check or money order only). Separate checks must be made for each application. By law, passport fees are non-refundable.

Fees for a Passport Book

  • $130 for an individual 16 years of age or older.
  • $100 for an individual 15 years of age or younger.
  • Check payable to the U.S. Department of State.  No cash or credit card.
  • Expedited Service Fee – $60 additional per application.  This amount will be added to the processing fee in the check payable to the U.S. Department of State.  No cash or credit card.
  • 1-2 Day Delivery Service Fee – $21.36 additional per application.  This amount will be added to the processing fee in the check payable to the U.S Department of State.  No cash or credit card.

Fees for a Passport Card

A passport card may be used for international travel by land or sea between the United States and Canada, Mexico, the Caribbean or Bermuda.

  • $30 for an individual 16 years of age or older.
  • $15 for an individual 15 years of age or younger
  • Check payable to the U.S. Department of State.  No cash or credit card.

Library Fees

Check, cash, or credit card made payable to the Kirkwood Public Library for the $35 processing fee per application.
